# Control and responsibility

> Understand how Coda Network preserves institutional authority, source systems, and execution controls.

Coda Network adds a decision layer without taking over the systems or responsibilities
that your institution already controls. The separation keeps policy authority,
source data, assets, and execution in the right environments.

| Institutional policy   | Your institution defines the rules, thresholds, and approval requirements that govern each workflow.                                           |
| Source intelligence    | Your configured identity, intelligence, sanctions, custody, and other systems remain authoritative for the information they provide.           |
| Authorization decision | Coda assembles the available context, applies the active institutional policy, and returns `ALLOW`, `REVIEW`, or `DENY` with recorded reasons. |
| Review and exceptions  | Your institution determines how teams review held interactions and what authorized actions they may take.                                      |
| Custody and execution  | Assets, keys, signing, broadcast, and execution remain within your institution's existing environment.                                         |

## What Coda provides

## What Coda does not replace

Coda does not replace custody, identity, sanctions, Travel Rule, analytics, or
other intelligence infrastructure. It is not your system of record and does not
control your keys or execute digital asset transfers. Coda makes the information
from configured systems actionable through one institutional policy decision.
