Source intelligence	Your configured identity, intelligence, sanctions, custody, and other systems remain authoritative for the information they provide.
Authorization decision	Coda assembles the available context, applies the active institutional policy, and returns `ALLOW`, `REVIEW`, or `DENY` with recorded reasons.
Review and exceptions	Your institution determines how teams review held interactions and what authorized actions they may take.
Custody and execution	Assets, keys, signing, broadcast, and execution remain within your institution’s existing environment.
